• In 1863, a committee in New York City, organized by the editor of the New York Sun, began to help women collect wages due them that had not been paid. This organization continued for fifty years.
• Also in 1863, women in Troy, New York, organized the Collar Laundry Union. These women worked in laundries making and laundering the detachable collars stylish on men’s shirts. They went on strike, and as a result won an increase in wages. In 1866, their strike fund was used to aid the Iron Molders Union, building a lasting relationship with that men’s union. The leader of the laundryworkers’ union, Kate Mullaney, went on to become assistant secretary of the National Labor Union. The Collar Laundry Union dissolved July 31, 1869, in the the middle of another strike, faced with the threat of paper collars and the likely loss of their jobs.
• The National Labor Union was organized in 1866; while not exclusively focusing on women’s issues, it did take a stand for the rights of working women…

The list includes the radio talk show host who called a female senator a “prostitute” for cutting a deal to benefit her state, the male challenger who referred to his female rival “attractive” and “probably a good mother,” and the TV host who noted that the candidate’s wife looked like an angry woman.

Those comments and others have been collected by a group of advocates for women running for office who are monitoring what they consider a “highly toxic” media environment that makes it difficult for female candidates.

RICHMOND, VA – Women in Virginia earn an average of just 81 cents for every dollar men earn, and this difference is larger than in most other states, according to a new report by The Commonwealth Institute for Fiscal Analysis. In addition, the new report shows the gap widens at higher wage and education levels.

ANNOUNCEMENT OF EXTENDED HOURS AT THE VIRGINIA DMV

An information storage unit which serves many of Virginia’s agencies crashed last week affecting the computer systems of 26 agencies.  The Department of Motor Vehicles (DMV) was one of the agencies affected.  As a result, there is now a back-log of services to be provided.  To accommodate customers DMV has extended its hours at all of its centers as follows:

• Thursday, September 2nd, DMV will be open until 6pm
• Friday, September 3rd, DMV will be open until 6pm

In Alexandria, DMV has also extended hours on Saturday, September 4th closing at 6:00 pm; the Fair Oaks location will not close until 6:30 pm on Saturday.

As many of you know, redistricting takes place across the United States next year.  If you are interested in this issue, I suggest you read the publication Drawing the Line 2011: Redistricting in Virginia.  It has an excellent overview of the redistricting process and new population estimates for Virginia.  You can find the publication at the Virginia Division of Legislative Services website  http://dlsgis.state.va.us/.

The Redistricting Subcommittee of the House Committee on Privileges and Elections will hold a series of public hearings.  The date set for the Northern Virginia area is Thursday, October 5th at 7:00 pm.  The meeting will be held at Mason Hall on the campus of George Mason University.

McAuliffe and his wife, Dorothy, will host a Sept. 26 reception for the Farm Team — one of the main fundraisers for the group this year — at their McLean home. His wife has been involved with the organization before, but it’s McAuliffe’s first time hosting an event.

McAuliffe’s spokesman Levar Stoney said his boss heard about the event and wanted to help. See the invite.

The Women of Courage and Truth reception will feature the unveiling of a portrait of 16-year-old Barbara Johns, who was at the forefront of the movement to end school segregation in the 1950s.

McAuliffe, who lost his party’s nomination for governor last year, is widely expected to make another run for governor in 2013.

REMEMBERING THE DREAM

As many of you know there will be two politically divergent groups that will convene at this weekend at the Lincoln Memorial grounds. One group led by Glenn Beck are rallying to show their support for US Troops. The other group, led by Rev. Al Sharpton are rallying to commemorate Rev. King’s speech. I am hopeful that both of these groups will take time to recognize the courage and honor that the Rev. Martin Luther King, Jr. has given to our country. He simply was a drum major for justice who had the courage to continue to speak for equality in the face of death threats and words of hatred. On August 28, 1963, he led a demonstration which he rightly projected as "the greatest demonstration for freedom". His words still have relevance today.

Votes for women were first seriously proposed in the United States in July, 1848, at the Seneca Falls Woman’s Rights Convention organized by Elizabeth Cady Stanton and Lucretia Mott. One woman who attended that convention was Charlotte Woodward. She was nineteen at the time. In 1920, when women finally won the vote throughout the nation, Charlotte Woodward was the only participant in the 1848 Convention who was still alive to be able to cast a vote, though she was apparently too ill to actually cast a ballot.

GOVERNOR’S REMARKS ON THE FISCAL YEAR AND FORECAST

This morning, Governor McDonnell provided comments on the economic health of Virginia before the Joint Meeting of Senate Finance, House Appropriations and Finance Committees. He noted that Virginia’s unemployment rate remains unacceptably high at 7%. This means that nearly 300,000 Virginians cannot find work. He noted that Governor Tim Kaine made tough cuts to the budget prior to leaving office and exercised conservative judgment on the revenue forecasts. This, in part, has lead to the small growth in our economy. One should also note that President Obama’s economic stimulus program has also contributed to the growth. Read the Richmond Times Dispatch article here. According to the Governor "key economic indicators are expected to grow at a modest pace after the on-target performance in fiscal year 2010".

NOVA BRAC COMMUNITY WORKING GROUP UPDATE
DRAFT ENVIRONMENTAL ASSESSMENT OF SOUTHERN SECTION OF I-95 HOTLANES IS NOW AVAILABLE

The draft environmental assessment for the Southern Section of the proposed I-95 Hot Lanes is available for review at the Virginia Department of Transportation’s Website (click here to read the assessment). The Southern Section of the Hot Lanes would be built in the median of I-95 from Dumfries to Massaponax. There is an opportunity for public comment.

Virginia has spent years planning the toll lanes with Fluor-Transurban, but the parties have not yet signed a final financial agreement, which is needed before construction can begin.

My office has been working to schedule a presentation on the I-395 Hotlanes Project which was requested by members after our first meeting in July. A final schedule for that presentation is expected by next week. Watch this newsletter for a date and time.

REPORT ON JOINT SUBCOMMITTEE ON SUBSTANCE ABUSE PREVENTION AND TREATMENT

Yesterday I was in Richmond to attend my first meeting of the Joint Subcommittee on Substance Abuse Prevention & Treatment. We reviewed current funding sources for the prevention and treatment. The four largest funding sources in Virginia for Substance Abuse Prevention and treatment are general fund revenues (generated from liquor sales through the Alcohol and Beverage Control Board), federal funding, fees and local funding. Certainly, I expect that we will monitor the findings of the Governor’s Commission when we look at funding sources for policy initiatives for the next legislative session. With respect to access, there is what I consider a serious problem. The average wait time for consumers from the first call for help to enter active outpatient treatment is over 25 days. This must be addressed.

The Subcommittee is expected to meet September-November of this year. During, the next meeting we will consider the impact of federal health care reform on substance abuse treatment and prevention services and the potential impact of changes in federal law and policy on services in Virginia, among other things. When the September meeting is scheduled, I will advise you of the date in this newsletter. Meetings are open to the public.

A true woman of courage and truth, as 16 year old student Barbara Johns led her classmates at Moton High School in Prince Edward County, Virginia, to protest segregation in Virginia’s schools. Her action led to a lawsuit that was eventually incorporated with three other cases into Brown vs Board of Education decision before the Supreme Court of the United States.

When I started running for Congress more than a year ago many of you warned me:  “Krystal, politics is a dirty business.  The other side will do or say anything to stay in power.  There’s no lie too hateful for them.”  I believed you, but it wasn’t going to stop me from running. Now my opponent in the 1st District of Virginia, career politician and Republican incumbent Rob Wittman, faces the embarrassing prospect of losing his grip on power after 20 years in politics.  So, just the way it’s written in their Karl Rove playbook, they have started the smearing, insults, rumors and lies, because they are scared.  They can see that when voters hear our message, we win.

Rob Wittman and his attack dogs, through his campaign manager, through his friends at the local Republican party, through the operatives that they pay and the blogs that they link to and support, have decided to resort to every Karl Rove-style attack they know.  Here’s a sample of the names that Wittman and his attack dogs have called me: “airhead”, “loon”, “union toady”, “clueless”, “cute”, “dumb”, “a 28 year old mom who has never held a job”, and accused me of being a Wall Street criminal.

They have listed the names of the Indian American friends and family we have as supporters and insinuated that they are terrorists.  Our supporters tell us that Wittman and the Republicans have even conducted their own Rove-style “Push Poll” about me in the district.  You know how these work, you call people in the district, it seems like a regular poll, and then you ask, “Suppose I were to tell you…”   And then you insert a lie.  The Wittman campaign has called people in our district, my neighbors and fellow voters, and after asking a series of questions, they ask if the following statement would cause concern: “Krystal Ball has a strange infatuation with gays and lesbians.  It makes one wonder exactly what is in her past.”

This shouldn’t surprise us.  These are the same people who brought us Willie Horton, the Swift Boat attacks, the same people who morphed triple amputee Vietnam veteran Max Cleland into Osama Bin Laden, the same people who circulated a rumor that John McCain’s adopted Bangladeshi daughter was an African-American “love child” in South Carolina.  They’ll call you a communist, a terrorist, a crook, anything they can to deceive voters. All of these attacks were exposed for the lies that they were, but not until after the election when the damage had been done.

Well, let me tell you something, these tactics don’t scare me and I am not backing down.  And I don’t have to do it alone, because I know that you aren’t going to stand for it either.

Will you stand with me by contributing something, $5, $15, $25 or whatever you can afford to help us get our message out and put a stop to the lie, deny, get by strategy? Let’s raise $24,000 in the next 24 hours to show them that every time they try these smear tactics, it only makes us stronger.

Doris Crouse Mays, first female president of the Virginia AFL-CIO

WILLIAMSBURG – The Virginia AFL-CIO has elected its first woman to lead the statewide labor organization.

Delegates at the state convention in Williamsburg have elected Doris Crouse-Mays as its president.

She became the union organization’s secretary-treasurer in 2006, the first female to hold a Virginia AFL-CIO executive office.

BRAC UPDATE

On August 6^th, Congressman Moran sent a letter to Defense Secretary Gates requesting that he ensure that the relocation of Department of Defense employees will not cause failing levels of service to any directly affected roadway or intersections. Additionally, with respect to concerns raised regarding fire/EMS services, he requested that the army conclude a mutual aid agreement with the City of Alexandria.

According to the latest reports we have received, Congressman Moran’s amendment to limit parking at the facility until there is a viable transportation plan in place is still pending in the Senate. H.R. 5136 to the National Defense Authorization Act for FY 2011. It passed the House earlier this year.

Remember, it was not until 1920 in the United States that women were granted the right to go to the polls and vote.

The women were innocent and defenseless, but they were jailed nonetheless for picketing the White House, carrying signs asking for the vote.

And by the end of the night, they were barely alive. Forty prison guards wielding clubs and their warden’s blessing went on a rampage against the 33 women wrongly convicted of ‘obstructing sidewalk traffic.’ (Lucy Burns) They beat Lucy Burns, chained her hands to the cell bars above her head and left her hanging for the night, bleeding and gasping for air.

They hurled Dora Lewis into a dark cell, smashed her head against an iron bed and knocked her out cold. Her cellmate, Alice Cosu, thought Lewis was dead and suffered a heart attack. Additional affidavits describe the guards grabbing, dragging, beating, choking, slamming, pinching, twisting and kicking the women. Thus unfolded the ‘Night of Terror’ on Nov. 15, 1917, when the warden at the Occoquan Workhouse in Virginia ordered his guards to teach a lesson to the suffragists imprisoned there because they dared to picket Woodrow Wilson’s White House for the right to vote. For weeks, the women’s only water came from an open pail. Their food–all of it colorless slop–was infested with worms.

When one of the leaders, Alice Paul, embarked on a hunger strike, they tied her to a chair, forced a tube down her throat and poured liquid into her until she vomited. She was tortured like this for weeks until word was smuggled out to the press. http://memory.loc.gov/ammem/collections/suffrage/nwp/prisoners.pdf So, refresh my memory. Some women won’t vote this year because- -why, exactly? We have carpool duties? We have to get to work? Our
vote doesn’t matter? It’s raining?

Last week, I went to a sparsely attended screening of HBO’s new movie ‘Iron Jawed Angels.’ It is a graphic depiction of the battle these women waged so that I could pull the curtain at the polling booth and have my say. I am ashamed to say I needed the reminder.

All these years later, voter registration is still my passion. But the actual act of voting had become less personal for me, more rote. Frankly, voting often felt more like an obligation than a privilege. Sometimes it was inconvenient.

My friend Wendy, who is my age and studied women’s history, saw the HBO movie, too. When she stopped by my desk to talk about it, she looked angry. She was–with herself. ‘One thought kept coming back to me as I watched that movie,’ she said. ‘What would those women think of the way I use, or don’t use,my right to vote? All of us take it for granted now, not just younger women, but those of us who did seek to learn.’ The right to vote, she said, had become valuable to her ‘all over again.’

HBO released the movie on video and DVD . I wish all history, social studies and government teachers would include the movie in their curriculum I want it shown on Bunco night, too, and anywhere else women gather. I realize this isn’t our usual idea of socializing, but we are not voting in the numbers that we should be, and I think a little shock therapy is in order.

It is jarring to watch Woodrow Wilson and his cronies try to persuade a psychiatrist to declare Alice Paul insane so that she could be permanently institutionalized. And it is inspiring to watch the doctor refuse. Alice Paul was strong, he said, and brave. That didn’t make her crazy.

The doctor admonished the men: ‘Courage in women is often mistaken for insanity.

Please, if you are so inclined, pass this on to all the women you know.

We need to get out and vote and use this right that was fought so hard for by these very courageous women. Whether you vote democratic, republican or independent party – remember to vote.

History is being made.

The summer is starting to wind down, and the Fall is rapidly approaching.  Before we know it, the home stretch of the campaign will be upon us, and we will need your help to make sure we get our message out to all the voters in the 1st District.

VIRGINIA ATTORNEY GENERAL’S OPINION ON IMMIGRATION STATUS INQUIRIES GOES TOO FAR

Under Virginia law, law enforcement officers have been able to inquire about immigration status only as part of an arrest and part of processing before jailing.  It appears that the AG’s opinion takes the inquiry further to allow questioning based on appearance.  Specifically, it is his opinion that Virginia local law enforcement officers may conduct investigations into the immigration status of those stopped or arrested by law enforcement officers based on a "reasonable articulable suspicion" to believe that a criminal violation has occurred.  Click here to read the opinion.

The phrase "reasonable articulable suspicion means, in layman’s terms, that if an officer believes that (1) a crime has been committed; (2) a crime is being committed, or (3) a crime is about to be committed; AND (4) the person about to be stopped is the person who did one of the above.  With respect to immigration, and according to his opinion, it appears that this would mean that if person appears to an officer to be here illegally they may be detained and questioned.  There is no other way I can think of for an officer to have a reasonable articulable suspicion except for appearance.   Interestingly, the AG made it clear that civil violations of immigration laws are not permitted to be investigated without express authority of the federal government.

I believe that the state is about to step over its authority as the enforcement of immigration laws lies squarely with the federal government.

A plain and simple reading of the U.S. Constitution illustrates that the framers of the Constitution intended for Congress to regulate immigration and naturalization and they wanted the laws regarding the same to be uniform in this country.  Article 10 of the Constitution provides that "[t]he powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.  The power of naturalization (defined as a legal process in by which a citizen of one country becomes a citizen of another) is specifically delegated to Congress.  Article I, Section 8, Clause 4 of the Constitution provides that "Congress shall have power: "[t]o establish a uniform Rule of Naturalization, and uniform Laws on the subject of Bankruptcies throughout the United States".   Admittedly, proponents of state enforcement of immigration laws argue that the US Constitution did not delegate the responsibility of immigration to Congress as it only mentions "naturalization".   However, Congress has clearly acted with respect to both naturalization and immigration.    Indeed, Virginia’s Governor is seeking 287 (g) agreements with the federal government to allow state law enforcement officials to arrest for civil violations of federal immigration laws.

Many agree that immigration laws exist for a reason and should be enforced.  Many administrations on the federal level have failed to act appropriately to secure our borders and impose penalties on companies who fail to comply with labor and immigration laws.  However, the power for enforcement and naturalization of citizens lies squarely with the federal government not with the states.

Over 70 Attend 1st NOVA BRAC Working Group Meeting

Yesterday over 70 residents from the Northern Virginia area and elected officials, including Alexandria City Vice Mayor Donnely and Fairfax County Board Chair Bulova convened for the 1st NOVA Community BRAC Working Group meeting. Attendees heard presentations from VDOT on the new traffic study and from the Department of Army on the its Traffic Management Plan.

Residents asked questions on the presentations and raised issues that will be explored by Delegate Herring with the Congressional delgation and VDOT. The group will meet monthly. The next meeting will be on the proposed Hotlanes on the I-395 corridor and there will be an update report on outstanding issues.

BRAC UPDATE

This week I attended the National Conference of State Legislators Summit in Louisville, KY. I attended 13 sessions and the pre-conference session on energy. It may come as no surprise to you that the United States is falling behind other countries in the production of alternative energies. This is due, in part, to the education requirements in math and science of our school systems. For example, 20 years ago the majority of US students were required to take at least 3 years of math and science studies in high school Now, these studies are not required for many students after their 1st year in high school. The biggest message I took away from that session is that we must enhance our education requirements nationwide.
